The Chief Secretary's promises

"As I was telling your missus earlier Thapa ji," the Chief Secretary said, "I have directed my colleagues to assist various social organizations through the government channels in their attempts to help with rural empowerment, specially of women and children. The government can only do so much, and it is our hope and dream to one day have the people take charge of running the country themselves, with us in the background. Like you know in America the people want to do everything by themselves, most of them don't even want government to handle local matters, we are independent and can do everything all by ourselves, they say! But here it's the opposite, when there's a problem the people keep waiting for us to show up and clean up the mess, and that's a problem because you know we are a poor country and our system is not as fit and agile as it should be. So we are struggling with day to day running of matters, being proactive in dealing with new issues is impossible for us almost. And when people such as our madam and their organization help to volunteer, we breathe a sigh of relief because them helping means one less work for us, one less place for the government to be blamed for failures. So we have been planning on providing travel benefits to such organizations, so you know if you're going to remote west or far east, we will provide you with free travel, as well as homestay possibilities so it's easier to coordinate the whole process. Because with the government, the resources are already their deployed, the most we can extract from them the better it is. The guest houses already exist. The government jeeps and cars are traveling all across the country all the time anyway, mostly always empty. So when they carry the volunteers, transporting them for social services, and when the guest houses serve those helping those in need, we feel the government has maximized the use of its resources!"
